TRAFFIC RULES OF KOÇ UNIVERSITY CAMPUS

1. OBJECTIVE AND GENERAL PRINCIPLES

1.1. The traffic rules of the university is a collection of precautions taken to avoid traffic accidents in the campus, to enable easiness for parking and a proper traffic flow. These rules are based on the decisions of the administration and the Traffic Law 2918.

1.2. Driving motorized and non-motorized vehicles within the boundaries of Koç University is a privilege granted by the University. It is not a right that the university personnel, students or the visitors naturally have.

1.3. Drivers should comply with the traffic rules that are valid during 24 hours of the day and the warnings given by the Security personnel which help in implementing these rules. In the contrary case, sanctions will be imposed according to the table in Annex-A.

1.4. Pedestrians have the unconditional right of way in our University. Drivers should immediately stop on time when they see a pedestrian on the way.

 

2. RULES

2.1. All these rules are for your safety.

2.2. HGS (fast pass system) LABEL

  • HGS label is valid for the license plate written on the application form.
  • HGS label is placed on to the upper left part of the front window.
  • HGS label cannot be transferred and passed on to others.
  • If it is recognized that the HGS label has been used by someone else, it will be cancelled.

2.3. PARKING AREA

2.3.1.The table showing the parking capacity and the parking areas found in the property of the University is given in Annex-A.

2.3.2.University is not responsible for any robbery cases which may happen in the parking areas and damages that the cars may be exposed to.

2.3.3.No vehicle can mount the sideways or pavements for the purpose of carrying and loading.

2.3.4.Motorbikes and bicycles can only park in the areas reserved for them.

2.4. SPEED LIMITATIONS

            2.4.1.The speed limitations are shown with signs and the maximum speed is 40 km/h. The vehicle is                                decelerated even more while approaching to the crossways.

2.5. OTHER RULES

2.5.1.It is forbidden for the drivers to sound the horns, to form convoys, to drive in a dangerous way and to overtake another car.

2.5.2.The motorbike riders not wearing helmet cannot travel on the roads of the campus.

2.5.3.The drivers entering through the Main Entrance Door by taking a visitor car card should place the cards on to the lower left corner of the front window in a way that the cards will be seen from the opposite side and they have to give the card back while leaving. In case of losing, it is obligatory to compensate it.

 

3. SANCTIONS TO BE IMPOSED WHEN THE RULES ARE VIOLATED

3.1. Sanctions to be imposed when the rules are violated are given in Annex-A.

3.2. Each driver having a HGS label is given 100 points. Every time a rule is violated, the points are deducted according to fine table. HGS labels of the drivers completing 100 fine points are cancelled and they cannot enter with their cars into the campus for one month.

3.3. Vehicles parked in the forbidden zones may be towed away.

3.4. The vehicles of the drivers not having a driving license are taken out of the campus. A complaint is filed at the Traffic Police.

3.5. Vehicles of the drivers driving without a license plate are not taken in the campus.

3.6. Vehicles of the drivers drinking and driving are not taken in the campus.

3.7. Should the visitors or drivers of the commercial vehicles violate the rules, the Security warns them. The vehicle and the driver can be taken out of the campus according to the kind of violation and they may not be allowed to enter the campus again.

 

4. PROCEDURES RELATED TO TRAFFIC TICKET AND THE RULES FOR OBJECTION

4.1. When the traffic rules are violated, the Security writes the fine sheet. The security keeps the original copy and gives one copy to the fined person or the fined person is informed via e-mail.

4.2. When the driver has an objection against the traffic fine, he/she should submit an application to the Directorate of Security within 7 days. When the driver is not satisfied with the response, he/she can apply to Office of Secretary General.

 

5. WHAT TO DO IN CASE OF A TRAFFIC ACCIDENT

5.1. Please stop the car immediately in a way which will not create an additional danger for the traffic and take the safety precautions (e.g. put a reflector firstly)

5.2. Inform the Directorate of Security about the accident (by calling 3535 or 3636), and inform the Emergency Line (Tel: 1122) and the Health Center (Tel: 1100) when necessary.

5.3. Leave your vehicle as it is in the accident position until the traffic team arrives. You can only remove your vehicle if there are no injured and dead person and if you agree with the other driver in case of material damage.

5.4. Please be ready to present the date and number of your insurance policy and your other documents when requested.

5.5. Do not leave the scene of the accident until the authorized officer comes.
