KOÇ UNIVERSITY CAMPUS TRAFFIC REGULATIONS

1. AIMS AND GENERAL PRINCIPLES

1.1. The traffic rules of the University are a set of measures which are intended to prevent traffic accidents within the campus, provide a smooth traffic flow and parking rules to facilitate parking. These rules are derived from the Turkish Traffic Laws (No.2918) and the decisions taken by the administration of the University.

1.2. Driving motorized and non-motorized vehicles within the boundaries of Koç University is a privilege granted by the University. It is not a natural right possessed by the faculty, staff, students or visitors.

1.3. Drivers must obey the traffic rules, which are in effect 24 hours a day, and the warnings of the University Security who assist in the enforcement of these rules. Otherwise, sanctions will be imposed according to the type of violation, as detailed in Annex-A

1.4. Pedestrians have the right of way in the University. Drivers approaching a pedestrian crossing must slow down and come to a complete stop when a pedestrian is approaching or waiting to cross.

 

2. RULES

2.1. All the rules are made and enforced for the safety of University students, faculty, staff and visitors.

2.2. STICKERS

2.2.1.Vehicle identification stickers are required to provide quick entry into the campus, assignment of parking lots and for purposes of security. They are obtained at the beginning of each academic year for a fee. The fee, renewal dates and distribution points are announced in advance.

2.2.2.The sticker of sold vehicles must be removed from the windshield of the vehicle and returned to the Accountant's Office

2.3. PARKING LOTS

2.3.1.A table showing the parking lots within the University and their capacity is Annex-B

2.3.2.The University is not responsible for theft incidents taking place in the parking lots.

2.3.3.Motorcycles and bicycles can be parked only in places assigned to them.

2.3.4.Vehicles are not allowed to park under any circumtances on pavements on pedestrian walkways.

2.4. SPEED LIMIT 2.4.1. The speed limit within the campus is 40 km/hr.

2.5. OTHER RULES

2.5.1.It is forbidden to honk the horn, form convoys, drive recklessly and overtake other vehicles dangerously.

2.5.2.Motorcycle riders are required to wear helmets.

2.5.3.Visitor vehicles entering the campus should obtain a visitor card from the main gate, put it in front of the windshield in a visible way and return it on leaving. It must be indemnified in case of loss.

 

3. SANCTIONS IMPOSED IN CASE OF VIOLATION OF THE RULES

3.1. The table of sanctions for the violation of the rules is provided at Annex A.

3.2. Every driver with a sticker is assigned 100 points. Each violation by the driver will result a deduction of points according to the Sanctions Table. Stickers of the drivers losing all the points will be cancelled. They will not be assigned a new sticker for a year. The security office will maintain the records for each registered driver. The cancellation of stickers is administered by the office of the General Secretary.

3.3. A vehicle left at an unauthorized place may be towed by the Security.

3.4. Vehicles of drivers without a driving license will be made to leave the campus. The driver will be reported to the traffic police.

3.5. Vehicles without license plates will not be admitted to the campus.

3.6. Drunken drivers and their vehicles will not be admitted to the campus.

3.7. In case of violations of the traffic rules by the visitors and drivers of commercial vehicles, the Security will warn the driver. Depending on the nature of the violation, the driver and the vehicle may be made to leave the campus, and may not be allowed to enter the campus again.

 

4. THE PROCEDURES CONCERNING TRAFFIC VIOLATION TICKETS AND OBJECTIONS TO THESE TICKETS

4.1. The Security Office will issue a ticket for each traffic rule violation. The orjinal will be kept by the Security office and one copy will go to driver subject to the ticket.

4.2. If a driver objects to a Traffic Violation Ticket he or she must apply to the Security Office. If the driver is not satisfied with the result he or she can appeal to the General Secretary.

 

5. WHAT TO DO IN CASE OF A TRAFFIC ACCIDENT

5.1. Stop your car in a way that will not create an additional risk for the ongoing traffic and take safety measures (e.g. put a reflector in the road behind the car).

5.2. Inform the Security Office (Ext: 3535 or 3636) and if necessary. The Health Center (Ext: 1100) about the accident.

5.3. Do not move your car until the security arrives. Othervise, you my be fined or imprisoned. But if there are no fatalities and casualties you my pull your car over to the side of the road after coming to an agreement with the other driver.

5.4. Be ready to show your insurance date and number and other relevant documents if requested.

5.5. Do not leave the scene of the accident until the arrival of an offical.
